Internet Identifiers: Names and Numbers for Law Enforcement

The Internet Corporation for Assigned Names and Numbers (ICANN) and the American Registry for Internet Numbers (ARIN) have joined together to develop a presentation specifically designed for law enforcement focused on cyber security and the roles our organizations play in helping to combat this ever-evolving problem. ICANN helps coordinates the names and numbers that are used as unique identifiers in the global Internet. It is tasked with helping make sure that the Domain Name System (DNS) remains stable, secure, and resilient. Carlos Alvarez, Director of Trust and Public Safety Engagement at ICANN, will provide an overview of security threats that target the DNS or that leverage it to attack others, and will share about anti-abuse efforts on the DNS and the domain name landscape that are relevant to law enforcement.

The American Registry for Internet Numbers (ARIN) is a nonprofit, member-based organization that supports the operation and growth of the Internet. ARIN accomplishes this by carrying out its core service, which is the management and distribution of Internet number resources such as Internet Protocol (IP) addresses and Autonomous System Numbers (ASNs) within its defined service region: Canada, the United States, and many Caribbean and North Atlantic islands. Investigating fraud and abuse in the registry is of utmost importance accurately and reliably maintaining registration information is core to ARIN’s mission. Number resource fraud threatens community trust in the registry and reduces the value of the registry to those who rely on it for network operations.

Leslie Nobile, Senior Director of Trust and Public Safety at ARIN, will provide an overview of the Regional Internet Registry (RIR) system and how it fits into the larger Internet ecosystem. She will discuss IP address fraud and abuse, RIR due diligence, tools that can help support law enforcement investigations, and RIR cooperation and collaboration with law enforcement.
